Section R905.2.2 of the 2025 Residential Code of New York State provides that asphalt shingles shall be used only on roof slopes of 2 units vertical in 12 units horizontal, a 17 percent slope, or greater, and that from 2:12 up to 4:12 a double underlayment application is required. The wording is unchanged from the superseded 2020 edition.

The 2025 Residential Code of New York State recognizes a specific set of low-slope coverings, each with a minimum design slope of one quarter unit vertical in 12 units horizontal, a 2 percent slope, for drainage: built-up roofs at R905.9 (coal-tar built-up may go to one eighth in 12), modified bitumen at R905.11, single-ply membrane at R905.12, sprayed polyurethane foam at R905.13 and liquid-applied roofing at R905.14.

Below 2:12 shingles are simply not a lawful covering, and the code names what is: built-up roofing, modified bitumen, single-ply membrane, sprayed polyurethane foam and liquid-applied roofing, each with a minimum design slope of a quarter unit in 12 for drainage. Mineral-surfaced roll roofing, the usual cheap answer on a shallow porch or shed, stops at 1:12 and is not permitted below it. One honest limit on all of this: nobody counts roof slopes. No public dataset records enclosed porches, low-slope additions, breezeways or attached garage roofs anywhere in Onondaga County, and neither the Census nor the codes publish slope or covering by property, so the link from a town's building types to the roofs standing on it is an inference and we write it as one. What the Census does record about Elbridge is that 17.0 percent of the housing is manufactured, 28.1 percent of the town was standing before 1940 under a 1973 median, and 87.2 percent of occupied homes are owner occupied. Manufactured and shallow pitched roofs are exactly where the slope question decides the product rather than the price.
