Why Your Porch Roof Keeps Leaking
Because the covering on it is probably not rated for how flat it is. Section R905.2.2 of the 2025 Residential Code of New York State permits asphalt shingles only on slopes of 2 units vertical in 12 horizontal or steeper, and a shingled roof below that sheds water poorly however carefully it was laid. No amount of patching changes the slope.

What the slope decides, once you have measured it
Measure the fall

Measure the fall yourself, in about ten minutes
You need a two foot level and a tape, and you can usually do it from an upstairs window or a stepladder without going out on the roof at all. Lay the level on the surface pointing straight down the slope, bring the bubble to center, then measure from the raised end of the level down to the roof. Two inches of gap over two feet of level is a 1 in 12 slope. Four inches is 2 in 12. Section R905.2.2 of the 2025 Residential Code of New York State provides that asphalt shingles shall be used only on slopes of 2 units vertical in 12 units horizontal, a 17 percent slope, or greater. That is a pass or fail test, it takes a few minutes, and it is the first thing worth knowing before you accept another quote for patching.
Why the same spot leaks forever and a patch never holds
Shingles are a water-shedding product, not a waterproof one. They work because gravity moves water off them faster than it can find its way sideways under the laps, and the steeper the roof the better that bargain holds. Take the slope away and water sits in the laps, gets pushed uphill by wind, and backs up behind anything that slows it down. The failure is then permanent and local: the same corner, the same ceiling below, every heavy rain and every thaw, no matter who last worked on it. That is the signature of a slope problem rather than a workmanship problem, and it is worth saying out loud because three failed repairs usually get blamed on three roofers. It is often not a roofer problem. It is the wrong covering on that section of the house.
Between 2:12 and 4:12 shingles are allowed, but with strings attached
There is a band where shingles are lawful and still need help, and it is where a lot of the additions in this county sit. Table R905.1.1(2) of the 2025 Residential Code of New York State sets out the double underlayment method required from 2:12 up to 4:12: a 19 inch strip laid parallel to and starting at the eaves, then 36 inch wide sheets each overlapping the last by 19 inches, with end laps of 4 inches offset by 6 feet. At 4:12 and steeper, a single layer lapped 2 inches is permitted instead. Read plainly, the code is asking for two complete thicknesses of underlayment on a shallow roof, because the shingles above are not expected to keep the water out on their own. A low-pitched addition redone with one layer of felt will look fine for several years and then will not.
Rolled roofing is not the cheap answer below 1 in 12
The usual low-cost response to a shallow porch or shed roof is mineral-surfaced roll roofing, and the code puts a floor under that too. Section R905.5.2 of the 2025 Residential Code of New York State provides that roll roofing shall not be applied on slopes below 1 unit vertical in 12 units horizontal, an 8 percent slope. So there is a band between 1:12 and 2:12 where rolled goods are lawful and shingles are not, and below 1:12 even rolled goods are the wrong product. That narrows the choice considerably, and it is worth knowing when somebody offers you the cheapest thing on the truck. It also explains a common history: a roof at half an inch in twelve that has had shingles, then rolled roofing, then more sealant, and has leaked continuously through all three.
What is actually lawful on a flat roof here
Below 2:12 there is a defined list, and it gives you the language to ask what a quote is really proposing. The 2025 Residential Code of New York State recognizes built-up roofs at R905.9, modified bitumen at R905.11, single-ply membrane at R905.12, sprayed polyurethane foam at R905.13 and liquid-applied roofing at R905.14, each with a minimum design slope of a quarter unit vertical in 12 for drainage, with coal-tar built-up permitted down to one eighth in 12. The 2025 edition also merged the old separate single-ply sections, so Table R905.12 now lists EPDM, TPO, PVC, KEE and CSPE or PIB together against their ASTM standards. A quote or an article citing R905.13 for TPO is working from the repealed 2020 numbering. The membranes themselves did not change, and one specified to the right standard is still the right membrane.
If somebody suggests metal, ask which metal
Metal comes up constantly for porch and addition roofs, and whether it is lawful there depends entirely on which system is meant, not on the material. Section R905.10.2 of the 2025 Residential Code of New York State sets three separate minimums for metal roof panels: 3 units vertical in 12 for lapped, nonsoldered seams without applied lap sealant, one half unit in 12 for lapped nonsoldered seams with lap sealant, and one quarter unit in 12 for standing-seam systems. In other words, the exposed-fastener panels people picture when they hear metal need a steeper roof than asphalt shingles do. Only a standing-seam system reaches down into genuinely low-slope territory. So the question to ask is not whether metal will work, it is which of those three is on the proposal and what the slope under it measures.
Why this county has so many of these roofs, and why nobody can count them
We will not put a percentage on this page, because there is not one to put. No public dataset counts enclosed porches, low-slope additions, breezeways or attached garage roofs in Onondaga County: the American Community Survey publishes year built, units in structure and tenure, and no roof geometry at all. What the Census does support is an inference, and it is a reasonable one. In the City of Syracuse the median year of construction is 1948, with 43.1 percent of the 67,601 housing units built in 1939 or earlier and 85.5 percent before 1980. Housing of that era is the era of the full width front porch, the back kitchen and the rear addition, which are exactly the shapes built shallow. That is a proxy and we write it as one, but it is why the first place to look on an older house here is rarely the main slope.
Manufactured homes, and one town where this is the normal case
A manufactured home roof is low-slope by design, which means section R905.2.2 rules asphalt shingles out on most of them before anyone discusses workmanship, and the lawful options are the membrane and coating classes. That matters unevenly across the county, because this housing sits in pockets rather than spread evenly. The Town of Elbridge is 17.0 percent mobile homes, against 0.3 percent in the City of Syracuse and zero in most villages. Elbridge is an unusual town in another way too: alongside that share, 28.1 percent of its 2,612 units were built in 1939 or earlier. So one town contains two entirely separate roof problems, nineteenth century village houses with steep complicated junctions and manufactured homes that cannot lawfully carry shingles at all, and a quote that treats them the same has not looked.
A flat roof is not flat, and it needs somewhere for the water to go
Every low-slope covering in the code carries a minimum design slope for drainage, and the reason is that standing water finds every weakness a membrane has. Section R903.4 of the 2025 Residential Code of New York State requires that unless a roof drains over its edges, drains be installed at each low point, and R903.4.1 requires secondary overflow drains or scuppers where the perimeter construction would trap water if the primary drain blocked, with the overflow inlet set 2 inches above the low point. On a porch roof with a raised edge or a parapet, one blocked outlet turns the roof into a tank, and the NOAA normals record 5.3 days a year here with an inch or more of precipitation. If there is one way off and no second one, that is worth correcting before anything else on the list.
Sometimes it is not the slope at all
Worth saying before you commit to a new covering: a shallow roof that meets the house wall has two suspects and the joint is the cheaper one. Section R903.2.1 of the 2025 Residential Code of New York State requires flashing at wall and roof intersections, wherever there is a change in roof slope or direction, and where the eave of a sloped roof runs into a vertical sidewall. A porch roof tucked under a second story wall has all three of those conditions in a few feet, and water coming in there behaves much like a slope failure from the inside. This is why the measurement comes first and the product comes second. What we do is measure the slope, look at the junction into the wall, and tell you which of the two you are actually paying to fix, in writing, before anything is ordered.

The 2025 Residential Code of New York State merged the two single-ply sections the 2020 edition carried separately, thermoset at R905.12 and thermoplastic at R905.13, into one section R905.12 Single-Ply Roofing. Table R905.12 now names the membrane types together: EPDM to ASTM D4637, TPO to ASTM D6878, PVC and PVC/KEE to ASTM D4434, KEE to ASTM D6754 and CSPE or PIB to ASTM D5019. Section R903.2.1 of the 2025 Residential Code of New York State requires flashings at wall and roof intersections, wherever there is a change in roof slope or direction, and around roof openings, and requires a flashing to divert water away from the point where the eave of a sloped roof meets a vertical sidewall. Where the flashing is metal it must be corrosion resistant and not less than 0.019 inch thick, which is No. 26 galvanized sheet.
