Roof to Wall Leak Diagnosis in the Town of Salina

If a Salina leak has been fixed twice and keeps coming back in the same corner, look at where a roof runs into a wall rather than at the field of shingles. The town's median build year is 1960 and 77.0 percent of its 16,016 homes predate 1980, which is the era of attached garages, back additions and later re-siding, and the siding is what hides whether the detail underneath was ever built right.

Section R905.2.8.3 of the 2025 Residential Code of New York State requires base flashing against a vertical sidewall to be continuous or step flashing, not less than 4 inches in height and 4 inches in width, and to direct water away from the wall onto the roof or into the gutter. Where there is siding, the vertical leg of the flashing must run continuously under the siding; where there is anchored masonry veneer, counterflashing is required as well.

The Department of Energy's guide on roof-wall flashing states that where sidewall flashing is missing or inadequate, water leaks into the wall and causes serious damage to sheathing, framing and insulation and mold in the wall cavities, and that while older wood siding showed the problem as peeling paint, newer claddings such as fiber cement, vinyl siding and brick veneer can mask the evidence for years.

Section R903.2.1 of the 2025 Residential Code of New York State requires flashings at wall and roof intersections, wherever there is a change in roof slope or direction, and around roof openings, and requires a flashing to divert water away from the point where the eave of a sloped roof meets a vertical sidewall. Where the flashing is metal it must be corrosion resistant and not less than 0.019 inch thick, which is No. 26 galvanized sheet.

Several places on this site are villages inside towns of a different name, so their Census figures are not interchangeable. Liverpool village sits in the Town of Salina, Solvay village in the Town of Geddes, East Syracuse and DeWitt in the Town of DeWitt, Minoa and Fayetteville and Manlius village in the Town of Manlius, North Syracuse spans Cicero and Clay, Baldwinsville spans Lysander and Van Buren, Camillus village sits in the Town of Camillus, and Marcellus, Skaneateles, Elbridge, Jordan, Tully and Fabius each have a village inside a town of the same name.

Planning

What happens where a Salina roof meets a wall

New York's code names the places that need flashing and they are exactly the places that leak: wall and roof intersections, any change in roof slope or direction, around roof openings, and the point where the eave of a sloped roof runs into a vertical sidewall. Against a sidewall it wants continuous or step flashing not less than four inches high and four inches wide, directing the water out onto the roof or into the gutter, with the vertical leg running up under the siding, and counterflashing as well where there is anchored masonry veneer. Flashing that was surface-nailed over the siding and buttered with roof cement meets none of that, and you can usually see it from the ground: sealant at a roof-to-wall joint is a sign of a detail that was never built right rather than a sign of maintenance. Re-siding is what makes this worse in Salina than the raw numbers suggest. Federal guidance warns that where sidewall flashing is missing or inadequate the water goes into the wall and damages sheathing, framing and insulation, and that while old wood siding used to announce it as peeling paint, vinyl, fiber cement and brick veneer can mask the evidence for years. A town that is 68.7 percent single-family detached with a 1960 median has had a great deal of new cladding go on over old details. Liverpool village sits inside this town and is a much older stock again, so we say which of the two a number came from.
