It also sets a thickness for the metal, not less than 0.019 inch, which is No. 26 galvanized sheet. That number is the difference between a flashing and a piece of thin aluminum bedded in roof cement, and it becomes visible the moment somebody lifts a course.

Working out whether your roof needs a joint or a covering
Two symptoms separate a joint from a worn covering, and both are free to check. First, location: a stain that appears in the same corner every time, under the same feature, while the rest of the ceilings stay clean, is a joint. Second, history: a leak that has been sealed and came back has usually been surface-treated rather than rebuilt, because a flashing is made of overlapping pieces that have to be woven back in with the courses around them. On a city house with a median build year of 1948, most of these details have been disturbed at least once by a reroof, a chimney repair or new siding, and the disturbance is generally where the water is going in.
Map the stain against the roof above it
A chimney, a dormer, a plumbing vent, a valley or a wall on the slope uphill of the mark is the short list. If one is there, the field of shingles is a distraction.
Treat sealant as a symptom
A bead of roof cement at a roof to wall joint says somebody covered a detail rather than building it. Expect the repair to start by stripping that off and getting back to metal.
Ask what the metal is
The code sets a floor of 0.019 inch for corrosion resistant flashing metal. It is a fair question to put to a quote, and the answer tells you what kind of work you are buying.

The leak is beside the chimney. Does the chimney need rebuilding?
Sometimes, and often not. Masonry and flashing are two different trades meeting at one joint, and a stack can be perfectly sound while the metal woven into the courses beside it has failed or was never let into the brick properly. Establishing which one is leaking before either trade starts is much cheaper than doing both.
Can a flashing be repaired without touching the shingles?
Rarely, and that is worth knowing before you compare quotes. Flashing pieces are lapped in with the courses they sit under, so getting a new piece in means lifting the covering either side of it. A quote that promises to fix the joint without disturbing anything is describing a coating, and coatings come back.
